As per the news text I have read they don't cone under regional airline or operate under Udann scheme. They mentioned scheduled carrier.
A scheduled carrier can get sops under regional air connectivity like Tru jet getting from AP govt.
The share holding and investment , management is promoted by a group of people who own and run that particular organization is called private. As being new operator they may not have tied with e ticketing yet.
