P7 is more of a freight loco than a passenger loco. It won't have any problems for light- medium freights. :)
Most currently functional passenger locos (WAP/WDP) are capable of handling freights upto 1500 tons.

WAP 7 and WAG 9 differ in the gearing ratio. Otherwise, both have many similarities. WAP 7 has lesser torque, but more RPM compared to WAG 9, making it fit for moving trains to higher speeds. With more Torque, WAG 9 has huge carrying capacity, making it ideal for Goods train.
