Not all of them I guess. At least one WAM4 (21331) (between HWH and BSL sheds) and a WAG5 (23653) (between BL and BRC sheds) were transferred to other sheds after the beauty contests. Many sheds used to stick to their modified locomotives, but in recent years things have become more utilitarian. :( Other than BRC's Amul livery and the rather forgettable Duronto P7 livery, there haven't been any custom liveries in recent years.
There was a cash prize, as far as I remember, but I don't know any other details about that.

All ELS and DLS do considerable modifications to their locomotives. DLW/CLW and the various locomotive workshops only follow the default manufacturing standards or any changes that are particularly requested by the home zone. Many features and enhancements are done by the sheds themselves. Some of these modifications are quite impressive engineering feats too! That's why some sheds were usually preferred over others for testing and handling new locomotives, like GY, KJM, ED and GOC which have a lot of 'firsts' to their name.
