Is all e-tickets, where confirm or Rac can be cancelled after charting ?
no , CNF ones cant be cancelled unless train late more than 3 hrs.
My query is
I have a ticket for Agra to Chennai in Tamilnadu Exp. Departure time from NDLS is 22.30 pm
so charting will be done by 18.30 pm and i got confirmation by 18.30 pm and my boarding time is 1.00 am, so i am having more than 4 hrs to cancel my ticket even after confirming.

is NDLS & AGC quota is same, then u can cancel this train departs from Charting Stn, AFAIK.
Not sure though.
Because if train departs from NDLS, its shows Train Departed.

If chart is prepared then you have to file TDR ,.. then refund will up to the extant rules of railways.
Although , it may not be the case, but if chart was prepared due to some reasons then 50 % will be deducted .
