For example, Tamilnadu is starting at 10pm in MAS today with RPM WAP7. I believe specific crew will be handling WAP 7's.
How does the other division or other zone know which crew to be allocated if suddently TN or any train got some offlink ? i mean, is there a chance that they will allocate a crew who didn't get trained for WAP 7's ?

To the best of my knowledge, present day crews are trained in both conventional and 3 phase locos. Obviously crew not trained in 3 phase locos will not be allocated, if WAP7 is the link. When links are allocated, the zone must consider these factors. An exception was NDLS-PDY Express which used to get P5 till MS where it underwent loco change to a P1/4 when MS crew werent trained in 3 phase locos. Once Thirukkural got LGD WAP7 till MS when 3 phase locos didnt ply beyond MS. The loco was removed and another loco was provided.
