There are many freight zones in IR which earn a lot of revenue (SECR, ECoR, SER, SWR - zones with lot of mining and industries). This earning is used to cross-subsidize passenger zones. So which of these passenger zones gets too many benefits at the cost of freight zones.

Passenger subsidy Privilege to paxs of geographical area served by ER at the cost of Freight earnings of IR:
(1) Maximum number of short distance inter city and intrazone trains with very less number of coaches are very loss making ones. Eg HWH-Digha 3 trains, and many others, Shatabdies of ER are very short length and lossmaking as compared to ones in NR, SR, WR etc.)
(2) Suburban losses per pax is very heavy in Suburban trains of Kolkata (as compared to Mumbai & Chennai)
