There are many freight zones in IR which earn a lot of revenue (SECR, ECoR, SER, SWR - zones with lot of mining and industries). This earning is used to cross-subsidize passenger zones. So which of these passenger zones gets too many benefits at the cost of freight zones.

Actually the meaning of the poll is not about freight zones but passenger zones which are getting benefits - at the cost of - freight zones. ECoR is a freight earning zone which doesn't get passenger benefits right?
