two reasons for not using TJ.
1. TJ have option of NCR QLN restoration but PKT never can have ICE to chennai
2. if train comes to TPJ it can go via MDU or MNM in that case RB prefers MDU as it is FEDL which makes KKDI side never get proper train to TVC and they also need to depend only on NCR QLN alone. this case they have two choices one this and and another is NCR QLN.
