It says here that "only pass holders are allowed" on this train. How does one buy a ticket then to travel one time?

It is for FC, not for general coaches

Thanks but have read 'carefully' and then posted my query. What if no FC coach is attached? Also find it hard to understand how IR can only allow monthly pass holders on any train, and not issue tickets to a passenger who wishes to board on any given day.
