Even survey of the track shall cost 158Crore Rs, which could be conducted just because of 100% funding by MoD. Construction shall be possible only if it is declared a national project with top priority.

Railways should consider it operations in these regions as CSR, and release something like "CSR certificates" (kind of like PSL certificates) and let those companies purchase them which have CSR obligation, but fail to fulfil them due to various reason. that would, surely, eliminate some of the financial shortfall.
* Normal funding is not possible for such a gigantic project which is projected to cost about 30000/- crore Rs at this stage. Actual completion shall be much higher.
* The prime reason for the implementation of this project is its strategic importance.
* Central Govt is very alert and serious towards national defence/security and is willing to take quick actions and spend huge funds for the same. Practically, as far as implementation of this project is concerned, much depends on how the Pak-Terrorist-China nexus take turn in future.
