In today's newspaper, they have also reported that its better to merge SWR with some other zone because of dip in revenue:(
DIP in revenue because, OMC and BMC are closed and exports of Iron ore to Japan and China from VSKP/MAS ports had been stopped.
Report says that Hubli was made HQ of SWR considering its revenue generation in freight movement....
