The TTE involved in the kurda incident must be considered as a murderer of a human being and he has finished a complete family in a broad sense. A strict action must taken against the TTE and a rule must be made in accordance that no such incident could happen again.
TTE can force them to deboard from the train at the next station or can handover the couple to GRP. But i think there isn't any rule to hamper someone's life in favour to collect remuneration for the railways.
