Average lead time for refund of RAC unused e-ticket after filing TDR

I had booked e-ticket thru IRCTC for travel date on 05.10.11. Ticket remained RAC after finalization of chart. I had filed TDR as ticket was not used and got the amount refunded exact within 15 days after deduction of Rs.20 (excluding IRCTC Charges of Rs.20 and Payment Gateway charges).

after the actual departure of the train except for a deduction of a clerkage charge of Rs. 20/- per passenger.

cancellation is not possible, because the journey date (05-10-2011) passed. TDR is possible
after how many hours of train departure we can file TDR, i saw on the DOJ we may noy able to file TDR.
Only those PNRs whose Date of journey is less than 30 days will be listed and shall be eligible for applying TDR.
