Can anyone tell me that how the chart being prepared? I mean is it being prepared by the originating station or it is prepared by the respective stations where does the train halts? If a train starts from originating station, can I cancel my ticket or expect that my ticket will get confirm/rac if booked waiting listed and remain WL when the train starts?

Its Quota!!
BRC do have independent Quota & hence charting done @ BRC itself!!
CNF Status can come, in case the quota berth is been released from origin/intermediate station (in case its RLGN or Pooled Quota) with Chart not prepared, but final charting will be done @ Station having dedicated Quota!!
PS: If for any train, BRC share Quota with Kota, then charting will...

But my question is still unanswered? What is the scenario? I am still undecided if I should buy a ticket on 6th (Original Time of departure at Bilaspur).
U should purchase ticket for ur journey date, as per original schedule, as per irctc!!
