until what time i can cancel a PRS ticket if it has not confirmed AFTER chart preparation?

For early morning departures like this 745am case. The promise is that till 345am you will get 75% of your money for your confirmed ticket. But then the chart has been made at 8pm. Then in theory between 8pm and 345am you should get 75%. If the PRS is closed, what do you do? If you wait for it to open you get only 50% back
sir, the time limit of cancellation is after chart preparation and not necessarily four hours before the scheduled departure of the train...say if the chart is prepared at 6 pm and the train departs at 11pm...you will get 50% as the chart is prepared

So it is unfair, If I have an early morning train I lose 50% and if it is a train after 11 or 12, I lose 25%. Do you agree? Lets not answer it now, lets ask someone in the railways.
