there are always some seats kept reserved for quota,and these are not normally used till the last day or 2 before a train is due to depart.If you have relatives or friends as MP/MLA then you can get reservation in VIP quota otherwise if you have relatives or friends who are( or were) employed with Railways wyou can get seats allotted under HO quota. But to utilize these contacts you must buy a WL ticket first.
