Parikar was given Defense ministry because that time Modi wanted someone very senior who can handle defense ministry well. Modi handpicked Parrikar, for his administrative abilities and clean image.
He was sent to Goa again as CM because BJP was not able to get clear majority in Goa and coalition parties wanted Parikar as CM.
