Generally life span of ICF rakes is min 15 to 20 years depending on how its maintained for example if a 2015 made coach is scrapped now itself it will be a loss to railways so they are upgrading these coaches into utkrisht project.

But it depends upon the maintenance not all the coaches are made to run till 25 years only properly well maintained coaches are made to run more than 20 years.

All coaches are utilized until the end of their codal life. The RB is very particular that no rolling stock (locos, wagons, coaches etc) should be put out of use before the end of the codal life under any condition, unless they are damaged beyond repair (like accidents etc).
Long ago, the RB issues orders to the effect that even at the end of the codal life, rolling stock should be decommissioned only if it does not meet safety standards.
