If train is running late by more than 3 hours then can I file tdr before the schedule dep or i have to file it after schedule dep and before actual dep?
Afaik, if the train is running 3hrs+ late you can file TDR before scheduled departure and you will get the refund.

If train is delayed by more than 3 hours at your journey commencing station you can file for TDR to get full refund. Just it has to be updated in the system that the train is late by more than 3 hours. File TDR as soon you get to know about the delay.
