Hubballi - Ankola & Talguppa - Honnavara new line projects will have their significance even if Kolhapur - Vaibhavwadi Road & Belagavi - Sawantwadi Road new lines are commissioned. If Hubballi - Ankola new line is commissioned we can expect some intra-state and interstate trains in this route. Similarly if Talguppa - Honnavara new line is commissioned we can expect some intra-state and interstate trains in this route. But these projects must get clearance from environment ministry

Yes, there will be environmental problems if Hubballi - Ankola line is executed. But coastal connectivity is required. If IR can't lay new lines due to environmental issues, then they have relax some restrictions in both Shiradi ghat (in co-ordination with HMRDA) and Braganza ghat like number of trains in current routes and they have to run more intra-state & interstate trains

Yes it is better to utilize existing lines (Shiradi/Braganza ghats) instead of disturbing the ecosystem by constructing new line. Maybe after doubling of Braganza ghat section we can see more trains on this route

Yes karnataka have most of its part as forest area western Ghats which are resistant to make new lines passing them.. On other hand Kop vaibhavadi also pass through Ghats it seems but their it don't have forest land like in karnataka.. It's better to connect Goa with Miraj Solapur Latur Nanded etc via this route.. Hope it completes soon. Talguppa Honnavar is important than Kop vaibhavadi as it becomes short direct route to karwar and Goa from Mysuru, Bengaluru and even chennai. Hubli Ankola on other hand is just alternative for Braganza Ghats for freight purpose..with some passenger services..
