Actually to a large extent no. If you take construction workers, daily wage workers, etc then they tend to live in slums either close to construction work or they make temporary arrangement at the construction site itself. They migrate to save money and want to avoid the daily incurred cost on transportation. Ya there may be exception regarding some sectors but most places follow same pattern.
