Aerodynamics don't play a major role in semi high speed operations upto 160-180 kmph, since the drag is ignorable at such low velocities. Beyond 200 kmph, aerodynamic properties must be taken into consideration as drag plays a significant role.
As of now, only 4 or 5 WAP-5 Locos are allowed to touch 160 kmph with Gatimaan, hence no need to make them aerodynamic.

The tender is not for aerodynamic WAP5 locos. It is for twin Bo-Bo locos (like the WAG12) suitable for 200kmph.
We don't really have any aerodynamic locos in IR. The loco that is being publicized as 'aerodynamic WAP5' is also not really a suitable high-speed loco. Other than a slightly more pointy cab face, there really aren't any high-speed suitable features in that loco.
