well accomodation availability alone cannot stamp a train as a failure. Just see this.people may stamp it as unsuccessful,but you cant get a seat in 2s that easily in reality. All filled by current. Rather almost every alternate day the ur tkt also exhausts and passengers are not even issued a ur tkt for boarding this train. Thats why i said,only local railfans are the best judges-
