This is extended from RGD to KIUL to give a evening link to KIUL pax to RGD and PNBE who wish to go.
But TIA doesn't has a crew, one thing you can do that make this train push-pull from RGD, by attaching a SPJ/DDU P4 at its back as RGD has crew lobby.
