When I check, it show berth available, no RAC, but after booking, Railway not allot berth, why?

As the vacancy might have been created after RAC 1 ticket holder has cancelled its ticket. Seat will be allocated on charting now

I think this happens when your wl tickets got confirmed. But during booking showing berth availability, it suppose to allot berth immediately
