First AC (1AC) berths are allotted only at the time of charting and not at the time of booking.
Unless specific instructions are issued by the DRM's office to the contrary the charting official will usually allot it to a couple travelling in same PNR.

And by chance if there are more than one PNR having two passengers, coupe is alotted in the order of booking date.
