Can we board in sleeper class coaches by buying general ticket from mangalore to karwar.

Yes u can board sleeper coaches but you have to pay the difference in fare
SR will provides SL tickets from the unreserved counters for day journeys.. so take a SL ticket and travel.
yes u can, since booking for MAQ KAWR section is not enabled as of now whole sleeper will be empty. if you are travelling from stations before MAQ ask the TTE and he will guide you with the exact way of doing it
no need of paying any fine only the difference in fare has to be paid.
