If first AC Ticket is downgraded to 3AC ( 1AC Coach is not attached at the date of journey) & the passenger has completed his journey. Can he claim the amount equal to difference between both classes fare?

You must get the certificate from TTE stating the reason,otherwise refund wont be provided. In case of E tickets also,it is better to get the certificate from TTE as a supportive evidence.
