No the section is almost 242 kms from GKP to bbk in NER so this is a very small fraction for it.Work is going on steadily but still will take some time as IBS and fencing works are still in progress.Track strengthening work is in advance stages.

Until it happens on the ground, no one can say. News reports have been floating of converting this section to 130 kph since ad nauseum, but little was done in the past. So, I won't be very optimistic.
