It is either confirmed or waitlisted on the chart. Nothing happens after chart preparation. If WL, the tkt gets automatically cancelled and the proceeds refunded through the payment gateway.

If the blogger's ticket got confirmed after CP, either he can travel with the confirm berth/seat or he can file TDR by visiting nearest PRS counter.
