The train is already running more than 2.5 hrs late and the A1's AC is not working. :(
If the AC is n't working... Complain it to TTE and get a signed approval letter from him. After your journey is finished, You can apply and avail a suitable fare refund from IR for the same reason.
okay. though the TTE is yet to be seen, I'll keep my friend informed about the same.
update: though the passengers has protested about the same. The IR people has agreed to return the AC fare after deducting the regular sleeper fare. but they're suffering due to lack of ventilation on AC coaches.
You have to file a TDR and send the TTE signed evidence ti avail refund.
