I think it depends on fund allocation. If IR provide more manpower then project can be completed in short time frame...
Is this station converted to BG ? Or moved to another place with new name Dekargaon ?

Dekargaon station is 7 km far form Tezpore station . .

As of March 2013 Rangiya - Rangapara North Section of RNY - MZS Project (123.6 Km) is completed. Only Ballast supply work is in progress. Soon this section will operational.
