suppose we miss , lost& theft(pocket mar in train) the i card then some bechara cannot make money due to not having i card. if some one use a plate from then at that time ticket examiner have two print in there hand charge as per rule second one .
secondly at that time poor layman not midway in the journey in home town to from station he have take help from genius person like you he cannot cheated .

If ID requirement is not there, how one will carry and be able to show when 2 claimants are there. ?

we are not saying id is not carry by passenger but when there is one claimants if they have no id then there is no penalty
