Yes, this facility is there.But, if one selects the option "at least one lower berth" and books, even if lower berths are not available the amount will be debited, no ticket will be booked and we will get a booking failed error. The amount will then take 2-3 days to be refunded.

sir there are options available on Railways official site for knowing lower berth availability under the tab seat availability
