Rather than Running General Quota tickets vacant/empty, why can't railways allocate them to "Tatkal Quota" at the time of Chart Preparation........

2 days before for this train there used to be "WL129" in General Quota... So I booked Tatkal Quota and got "WL39".......

Chart Preparation the General Quota moved to "Available 117"(Screenshot attched) where as Tatkal Quota moved to "WL 48/WL 10"(Screenshot)
My Ticket Stopped at "WL 39/WL 1"(As it has not confirmed so I am going Bus) But why Railways had disappointed me though there are "117" empty in train after Chart Prepartion.....
