I think the problem is with our public who lack sense of cleanliness. They eat peanuts and drop the shells right where they are sitting, children are never taught to flush,spitting pan masala in the washbasin clogging the pipes etc. There are many long distance trains in different parts of the world and I can tell you most of them are kept very clean. First illegal entry should be stopped in reserved coaches. I think even PRS waitlisted tickets should automatically cancel once the charting has been done. It wont solve the problem but we should make a start somewhere.
