I mean , you said that "CNB-CPA-RPO-KAP is a single line section. no space for doubling" & "mtj-ksj-fbd-cpa is scheduled for doubling. Tender was out six months b4." & CPA-RPO-KAP also the part of this route . how it will double from KAP to CNB.
Small addition. Before MG track @ PF 9 was converted to BG due to GC of CNB-KSJ, CNB PF9 was under NER LJN div which ultimately shifted to NCR ALD divn. I remember, there was a small office space too at PF 9 for the NER officials.

dat happened abt 2005-06, ven PF 9 jurisdiction went from LJN, NER to ALD, NCR.
even today in Northern Zones TT, it is Kanpur Central (NER) stil in booking offices.
