The most foolish comment i have heard. What do you mean by unnecessary priority? Do you even know the frequency of local trains in Mumbai? "A local train passes after "every" 3 mins". Even if a single local is delayed(even by few minutes) a whole bunch of trains will delayed. Do you know why it is important to run local trains on time in Mumbai? Pls come to Mumbai and have a look.I will be delighted to show you.
And to answer your question yes Local "can" overtake Punjab(I am using the word can and not "does") because in peak hour local trains are important. In case of priority even a Rajdhani will have to wait(not overtake) for local to pass because...

A M/E train can cover its delay.But a local train cannot. Do you even know that how much pressure CR and WR has? Do you even know that over 40 lakh people use WR locals and 54 lakh people use CR locals "daily". Now you tell me which train will get priority local,Punjab Mail or Rajdhani
