They are only available through a limited number of International Desks operated by Indian Railways within India. To book it is necessary to attend in person and carry your passport complete with valid tourist visa. If you need tickets for more than one qualifying person you will need to take their passport. Photocopies are not accepted. There have been reports that some offices require you to hand over a photocopy of your passport photo and visa pages.
