Changes In On-Board Services Soon
Emphasising that the Railways was working towards making travel better, railway minister Suresh Prabhu on Saturday said a state-of-the-art reservation system would be unveiled soon. There would also be major changes in on-board train services, Prabhu said, at a function at Chennai Central station, where he flagged off 11 completed passenger amenities and projects meant for Chennai, Madurai and Trichy.
“We are spending close to `18,000 crore for increasing speed on the Mumbai-Delhi and Delhi-Kolkata sections.Besides, 16,500km doubling projects will be initiated in the next two years. Only
42% of lines across India are electrified and we will double the number in five years. Stations will be redeveloped on the lines of airports,“ Prabhu said.He also revealed that General Electric and Alstom have started building a prototype diesel and electric locomotive which would be able to pull trains at 160-200kmph.
Prabhu made the announcement after Tamil Nadu finance minister D Jayakumar reeled out a long list of demands related to railway projects in Tamil Nadu. The list included demands for highspeed corridors, new coaching terminal at Royapuram and new lines through the coastal districts of the state.
Referring to the demands, Prabhu said the Chennai-Kanyakumari coastal line and other projects could be sanctioned only if the TN government signed a joint-venture agreement with Railways for execution of infrastructure projects. “Tamil Nadu has a long coast. Railway lines connecting ports can also be constructed if the state helps,“ he said. Surprisingly , the Union minister said the works at Royapuram would be expedited, unaware that the Southern Railway has already shelved the plans and would be studying the feasibility of making Tondiarpet the next coaching terminal.
Earlier, delivering the Na ni Palkhivala memorial lecture at the Ethiraj college, Prabhu said that investments to the tune of `8.5 lakh crore made in the Indian Railways would create a few crore jobs. “National Council for Applied Economic Research will soon come out with a study on that,“ he added. The minister also ruled out complete privatisation of Railways, but indicated that increased participation of private agencies would be encouraged, especially start-ups. “The state should play an enabling ro le by creating infrastructure,“ he said.
Several MLAs and MPs from the DMK and the AIADMK who were present at the function at Chennai Central flooded Prabhu with demands. Chennai South MP D Jayavardhan pointed out that Southern Railway officials were unable to process demands related to passenger amenities and new lines raised in meetings, stating that it needs to be escalated to the Railway Board. “We request the Railway Minister to ensure that Board members are also part of such meetings,“ Jayavardhan said.
The elected representatives also demanded escalators, lifts and booking offices for stations in their constituencies. CPM MP TK Rangarajan urged Prabhu to ensure that Integral Coach Factory in Perambur be entrusted with manufacturing modern coaches, instead of outsourcing the work to private companies

चार साल पहले महज 15 फीसदी ही थी ई-टिकट की हिस्सेदारी
भारतीय रेलवे खानपान एवं पर्यटन निगम (आईआरसीटीसी) ने ई-टिकट की सुविधा देकर से यात्रियों की राह आसान की है। पांच साल पहले महज 15 प्रतिशत
लोग ही ई-टिकट लेते थे। जैसे-जैसे जानकारी हो रही, ई-टिकटों की हिस्सेदारी भी बढ़ती जा रही है। ई-टिकट बनवाने में शहरी तो आगे आया ही, गांव और कस्बे भी पीछे नहीं हैं।
गोरखपुर वरिष्ठ संवाददाताडिजिटल लेन-देन को बढ़ावा देने वाली सरकारी एजेंसियों में एक आईआरसीटीसी ने इस ओर एक और कदम बढ़ाया है। भारतीय रेलवे की वेबसाइट यात्रियों को क्रेडिट (उधार) पर टिकट बुक करने की सुविधा शुरू की है। जून से ही शुरू हुई इस नई स्कीम के तहत यात्रियों को यात्र से पांच दिन पहले टिकट बुक करने के बाद 14 दिनों के अंदर भुगतान करना होगा। इसके लिए उसे 3.5 प्रतिशत सर्विस चार्ज देना होगा। इस व्यवस्था के लिए आईआरसीटीसी ने मुंबई की एक कंपनी ईपेलेटर से समझौता किया है। अगर यात्री टिकट बुकिंग के 14 दिनों के अंदर किराए का भुगतान नहीं करता है तो आईआरसीटीसी उस पर जुर्माना लगाएगा। अगर ऐसा दो बार से अधिक हुआ तो उन्हें इस सुविधा से हमेशा के लिए वंचित कर दिया जाएगा।निजी बैंकों से करार : आईआरसीटीसी के मुख्य क्षेत्रीय प्रबंधक अश्वनी श्रीवास्तव ने बताया कि यह एक तरह से बैंक लोन है। इसमें कुछ बैंकों से करार हुआ है। आईआरसीटीसी से टिकट बुक करने वाले किस यूजर को कितने रुपये तक का टिकट उधार दिया जा सकता है, इसका फैसला उसकी क्रेडिट हिस्ट्री, डिजिटल फुट¨पट्र, डिवाइस इन्फर्मेशन और ऑनलाइन परचेज पर होगा।अभी क्रेडिट, डेबिट और ई-वालेट के जरिए होता है भुगतान : अभी यात्रियों को ऑनलाइन टिकट बुक करने के लिए आईआरसीटीसी अकाउंट्स के जरिए पेमेंट करना होता है। तरक्की की रफ्तारपांच साल में ई-टिकटों की हिस्सेदारी 15 से बढ़कर 67 प्रतिशत पर पहुंचीवर्ष ई-टिकट2010-12 15} लगभग2011-12 22} लगभग2012-13 29} लगभग2013-14 34} लगभग2014-15 45} लगभग2015-16 55} लगभग 2016-17 67 } लगभग

With the Goods and Services Tax (GST) coming into effect from July 1, train passengers will have to pay a bit more to travel AC and first class.
Service tax on ticket charges is set to hike from 4.5 per cent to 5 per cent after the GST implementation.
Service tax is levied only on AC and first class travel fares in the Railways. So if a ticket costs Rs 2000, then a passenger will have to shell out Rs 2010 from the next month, said a senior railway ministry official.
up for the GST roll-out from from July 1, the Railways has appointed nodal officer in each state to ensure smooth transition into the new single tax regime.
A consultant has been appointed for examining the impact of the GST in the Indian Railways, the official said.
Since GST registration is based on PAN details, Railways has already got its PAN.
The General Manager of each zone has been nominated as the Principal Officer for taking care of GST compliance.
The Centre for Railway Information Systems, the IT arm of Indian Railways, is in the process of making suitable software modification in respect of transportation of freight and passengers.
Though major transactions of the railways have been computerised, a few are still done off-line. Steps are being taken to digitise them also.

IR has to be reduced the 3 AC base fares as 3 times of the second class fares not 4 times.Simple AC provision IR demands more fares.
Sleeper class fares are around 2 times of base Second class fares. So 3 times for the 3AC fares over Second class is justified .2 AC fares have to be kept as 4 times of Second class fares.
Then Railway patronages erosion to Airways and IR official friendly Omni bus operators.
So NithiAyok /PM / FM / RM and Board have to be taken the reduced AC fares in Railway so as to increase the patronages.
So much crores are invested in Railway line ,but no tangible passengers patronages increases policy decisions such as effectively utilize the under utilized Railway sections/ Doubled lines / newly converted lines etc.
Nowadays 20 % additional passenger trains / expresses have to be introduced to augment passenger capacities in Railway.
