लुधियाना (विपन): ट्रेन में साधारण श्रेणी की टिकट लेकर आरक्षित कोच में बैठ यात्रा करने वाले लोगों के लिए रेलवे प्रशासन ने नया नियम बना दिया है। ऐसे यात्रियों को रेलवे अब बिना टिकट यात्रियों की श्रेणी में रख जुर्माना वसूल करेगा। सूत्रों के अनुसार कोई अति आवश्यक कार्य पडऩे व अन्य कारणों से यात्रा करने पर ट्रेन में टिकट आरक्षित न करवा पाने वाले अधिकतर यात्री साधारण टिकट लेकर आरक्षित डिब्बों में बैठ जाते हैं व बाद में टी.टी.ई. से रसीद बनवा खाली सीट आरक्षित करवा लेते हैं। अब ऐसा करना मुमकिन नहीं होगा और ट्रेन में बर्थ या सीट खाली होने पर भी साधारण टिकट वाले यात्रियों की ट्रेन में सीट आरक्षित नहीं की जाएगी। ऐसे यात्रियों को या तो अगले स्टेशन पर अपना डिब्बा बदलना होगा या उन्हें बिना टिकट यात्री मान टिकट चैकर उनसे जुर्माना वसूलेंगे।

चरण में वातानुकूलित श्रेणी पर लागू होगा
सूत्र बताते हैं कि कुछ माह पहले रेलवे के सभी मुख्य वाणिज्यिक प्रबंधकों (सी.सी.एम.) की बैठक की गई थी जिसमें उनके द्वारा उठाए गए मुद्दों में एक अहम बात सामने आई थी कि वातानुकूलित, शयनयान डिब्बों में चोरियां होना या अन्य अवांछित घटनाओं का कारण इन डिब्बों में बिना टिकट व साधारण श्रेणी का टिकट लेकर सवार होने वाले अनावश्यक यात्री हो सकते हैं। इस नए नियम को प्रथम चरण में वातानुकूलित श्रेणी के डिब्बों पर लागू किया जाएगा व आगे चलकर शयनयान श्रेणी के डिब्बों में भी यह नियम लागू होगा।
टी.टी.ई. पर लगने वाले आरोपों से मिलेगा छुटकारा
इस नए नियम के लागू होने के बाद साधारण टिकट वाले यात्रियों के आरक्षित डिब्बों में सवार होकर टी.टी.ई. से खाली सीट आरक्षित करने की मांग की जाती है जिसके चलते सीट खाली होने पर टी.टी.ई. ऐसे यात्रियों को सीट आरक्षित भी कर देते हैं। सीट खाली न होने पर यात्री टिकट चैकरों से बहसबाजी करते हैं व उन पर रिश्वत मांगने का आरोप लगाते हैं। अब इस नियम के लागू होने के बाद ट्रेन में टी.टी.ई. से ट्रेन में सीट आरक्षित करने का अधिकार वापस लेने के बाद ऐसे झगड़ों व कथित आरोपों से भी निजात मिलेगी।

After vacating its stay on felling of trees by the MMRCL, the Bench appointed the Maharashtra Legal Services secretary and the High Court’s deputy registrar to oversee that the undertaking given by Mumbai Metro is complied. “The secretary of Maharashtra Legal Services and the deputy registrar of the court are appointed to see if the MMRCL complies with its undertaking. A compliance report shall be filed every month before a committee of the two sitting judges of the High Court that will be appointed by us,” the court said.
The Bench, however, stayed its order lifting the ban on felling of tress by the Mumbai Metro for 10 days so that the petitioners may approach the Supreme Court in appeal. The Bench said, “An optimistic and pragmatic approach is necessary to mitigate this temporary phase which would ultimately result in larger public benefit. Thus, prima facie, the apprehensions of the petitioners on this count are not well-founded.”
The 20-page order reads, “The approach which is required to be adopted would be to bring about a balance on both the environment on one hand and development of the Metro Rail on the other hand. It cannot be overlooked that once functional, Metro III would also help for a better environment. It would also improve the socio-economic condition of the citizens.”

करीब साढ़े चार इंच की इस डिवाइस को स्पेशल प्लास्टिक और केमिकल्स से बनाया गया है. इस डिवाइस परी तरह से सुरक्षित है. धूप, बारिश, पत्थर ओले भी इसको क्षति नहीं पहुंचा सकते. इसके अंदर इलेक्ट्रॉनिक सर्किट के साथ साथ एक चिप भी लगी है जिसे रीडर सॉफ्टवेयर के जरिये पढ़ा जाएगा.

इस डिवाइस को आम आदमी नहीं खोल सकता है. इसे ट्रेन की कोच या वैगन में स्पेशल बोल्ट के जरिये फिक्स किया जायेगा. इसे अंतररास्ट्रीय स्टैंडर्ड के GS 1 ग्रुप को ध्यान में रखकर बनाया गया है. इसलिए इसमें छेड़छाड़ भी संभव नहीं है.

RFID Tag डिवाइस की ख़ासियत
इस डिवाइस में वैगन, कोच या इंजन सभी के नम्बर, कहां बना है ,किस जोन का है ,ये तमाम जानकारियां इसमें होगी. इसकी लाइफ 25 साल है जितनी लाइफ एक कोच की होती है. हर कोच में 2 डिवाइस लगाने का प्रावधान है जिसका ट्रायल अब तक सफल रहा है. इस डिवाइस के लग जाने के बाद रेलवे के पास वैगन और कोच के साथ-साथ ट्रेन की लोकेशन संबंधित पूरी जानकारी आसानी से उपलब्ध रहेगी.


खासकर मालगाड़ी के लोकेशन के लिए ये डिवाइस उपयोगी साबित हो सकता है. रेलवे ने इस डिवाइस का पहला ट्रायल 2008 में किया था जो फेल हो गया था. लेकिन पिछले साल तेज रफ्तार वाली ट्रेनों पर इसका ट्रायल किया गया जिसमें रेलवे को सफलता मिला. इस डिवाइस को बनाने में आने वाला खर्च केवल 1000 रुपए है.

2.5 lakh per day due to trains services which was launched on March 26.
KSRTC operates close to 250 bus every day on the route or via Hasan to other destinations like Mangaluru.
Now, the Corporation has made the changes in schedules keeping in mind train timings.
An KSRTC official said that in long run the train services will not make much impact on the transport corporation.
KSRTC, managing director, SR Umashankar said, “I would say that the train services have a marginal impact on our services.There was drop in the occupancy rate as some section of passengers have shifted to new mode of transport. However, we are regaining the passenger occupancy. The officials have rescheduled the operations with more number of frequencies. There are express services with limited number of stops. We don't think in the long run, train services can be a substitute to our services.The reason is bus service have more flexible timings and buses take lesser time to reach compared to trains.“ Another KSRTC official said that though a good number of trains are operated between Bengaluru and Mysuru it has not made much impact on services of KSRTC and transport corporation has managed to increase the service over the years.
Even when the TumkurBengaluru train services was introduced there were some apprehensions, but, it has not made a big impact in long run.Meanwhile, South-Western Railway officials said that the train services between Hassan and Bengaluru has been receiving good patronage.
“More than 400 trips are operated between the two cities. The corporation also operates hundreds of AC services between the two cities and it has been receiving good patronage from the public.“
An official said, “The patronage for inter-city services is really good. Occupancy for reserved compartment is between 70 to 80 per cent and even for non-reservation the response has been good. The railways generates a revenue of Rs 2.5 lakh to Rs 3 lakh per day from the commercial operations. Occupancy rate for departures from the Hassan side is higher when compared to Yeshwanthpur. As the trains were introduced only a few weeks back it would take time to stabilize and the passenger rate likely to increase in coming days.“
The inter-city express services between Hassan and Bengaluru was launched almost almost two decades after the project was sanctioned.

He also said no private company will be interested in buying the railways, given the public service obligation that will come with the purchase. "Do you think the private airlines will do kissan special airline. We are concerned about the people travelling on train."
Highlighting the issue of the public service obligation, Prabhu gave examples of the worldwide practice and said, "Somebody must pay for that as it happens globally. When you are doing this public service, it is a public service. So somebody must bear the public service obligation. And this happens globally."
He said railways in Europe get the public service obligation reimbursed from the main budget.
Japan, when it privatised railways, undertook the responsibility to pay for the public service obligation.
Each country has a different system of accounting public service.
"I am very sure about it, we cannot ignore the common man's interest, we have to do that," he said.
Indian Railways has asked the NITI Aayog to look into the public service obligation aspect.
On an average, the railways spend Rs 30,000-35,000 crore a year to run passenger trains but its profit is cross- subsidised from freight services.
Describing the fiscal 2016-17 as an "unprecedented" year, he said, "It was a very difficult year for the Railways.
Probably one of the most challenging years."
"In one year we have to take Rs 35,000 crore burden. And at the same time, first nine months were very bad because coal movement, steel, were down, imports were down, exports were down. Because most of the cargo that we collect, either takes to the port or off-loaded from the port. Despite that, we have been able to manage that."
The railways carried about 1107.1 million tons, which is the highest ever freight loading as against 1104.2 MT in 2015 -16.

का मानना है कि आम आदमी के हितों को नजरंदाज नहीं किया जा सकता और सार्वजनिक सेवा दायित्व को सहन करना होगा। इस समय भारतीय रेलवे की सार्वजनिक सेवा दायित्व करीब 30 से 35 हजार करोड़ रुपये का है।
प्रभु का कहना है कि भारत में रेलवे आम आदमी के परिवहन के लिए अंतिम उपाय है और इसके लिए रेलवे को इस जिम्मेदारी और बोझ को उठाना ही पड़ेगा।
समस्या को लेकर उन्होंने कहा कि अगर सोचा जा रहा है कि रलवे के निजीकरण से समस्याएं खत्म हो जाएंगी तो ऐसा नहीं है। दूसरे देशों का हवाला देते हुए उन्होंने कहा कि पूरी दुनिया में बहुत कम ऐसे देश हैं जिन्होंने रेलवे का निजीकरण किया है।
उन्होंने जानकारी देते हुए कहा कि इंग्लैंड में रेलवे का कुछ हिस्से का निजीकरण किया गया। इसे इटली ने खरीदा। इटली की सरकार इसे चला रही है।
उन्होंने कहा कि कौन सी प्राइवेट कंपनी रेलवे को खरीदने की कोशिश करेगी। आपको क्या लगता है कोई निजी एयरलाइन किसान स्पेशल एयरलाइन चलाएगी।

Highlighting the issue of the public service obligation, Mr Prabhu gave examples of the worldwide practice and said, "Somebody must pay for that as it happens globally. When you are doing this public service, it is a public service. So somebody must bear the public service obligation. And this happens globally."
He said railways in Europe get the public service obligation reimbursed from the main budget.
Japan, when it privatised railways, undertook the responsibility to pay for the public service obligation.
Each country has a different system of accounting public service. "I am very sure about it, we cannot ignore the common man's interest, we have to do that," he said.
Indian Railways has asked the NITI Aayog to look into the public service obligation aspect.
On an average, the railways spend Rs. 30,000-35,000 crore a year to run passenger trains but its profit is cross-subsidised from freight services.
Describing the fiscal 2016-17 as an "unprecedented" year, he said, "It was a very difficult year for the Railways. Probably one of the most challenging years."
"In one year we have to take Rs. 35,000 crore burden. And at the same time, first nine months were very bad because coal movement, steel, were down, imports were down, exports were down. Because most of the cargo that we collect, either takes to the port or off-loaded from the port. Despite that, we have been able to manage that."
The railways carried about 1107.1 million tons, which is the highest ever freight loading as against 1104.2 MT in 2015.

Correctly said. Online sellers don't pay tax at all. They make a lot of profit. Isn't this black economy?

A normal stores - brick and mortar shop - pay all sorts of tax to state and central, hence they can't reduce beyond a margin, also they are accountable to consumer courts. But online shops and app based cabs never pay tax. No one to govern them.

If we need an equal society - then both brick and mortar establishments and online vendors, both need to be taxed the same taxes. Only then its real capitalism. Else favoring one in the name of cashless-online revolution amounts to crony capitalism.

Regarding your problem, rules are not in place to sue these cheats. Without these rules they are running havoc.

We live in a society that is unwilling (deliberately) to see the troubles faced by marginalised sections like farmers/tribals. They believe just these concepts of cashless-online things will create overnight Utopia.

The same food if you had bought in person from a PF vendor at a station, then you can outright reject it. But here the payment is done, with nary a care for the customer. And being a humongous country with 'n' no of customers, they don't care if you don't buy again. Nor can you sue them.

Thaga gaye aap to. Is se achha to CSTM par milta hai. 65 rs - 5 puri ( bigger than normal puris) , sabzi, raita.5 baje khaaya thha aur phir raat mein dobaara khaane ki jarurat nahi padi. Online ka yahi ghaata hai. Aap saaman dekh nahi sakte. Order kuch kia aur mila kuch aur. Ye saare wwbsites par laagu hota hai. Aur rahi baat india ke cashless/ online economy banne mein, to wo abhi bahut door hai. Kam se kam 5-8 saal door.
