NOIDA: Noida-Greater Noida Metro track connecting the twin cities with the NCR is 70% complete. This was told to the Uttar Pradesh chief secretary (CS), Rahul Bhatnagar during his visit to Delhi on Monday and his review of the under-construction 29.7-km Metro corridor between Noida and Greater Noida. The Metro is expected to roll three months ahead of schedule, by December 2017.
Bhatnagar, who is also the Chairperson of Noida Metro Rail Corporation (NMRC) reviewed the progress of construction on the track at UP Sadan in Delhi in the presence of senior officials of NMRC. A presentation about the progress was made by the Delhi Metro Rail Corporation (DMRC) Project director, Pramit Garg.

"The CS was satisfied with the progress of the track and the excellent pace at which it is being put into place," said Santosh Yadav, managing director, NMRC. "We have requested that a few road blocks still being faced by the project be ironed out," he said.
Yadav further said that the CS has been apprised for the reimbursement of Rs 307 crore Value Added Tax (VAT) collected by the sales tax department of UP for execution of the 29.7-km Noida-Greater Noida Metro track. "It was discussed at length and examined with relation to the cabinet approval of the Metro track, the industrial policy and the validity of our claim for reimbursement," he explained. "After due discussion, the CS has assured us of permanently resolving the VAT reimbursement issue at the earliest," Yadav added.
Another long-pending issue regarding exemption of surcharge for electricity duty for the running of the Metro was also discussed. The demand is for an exemption of 7.5% surcharge on the power supply bill of the Noida Metro, officials said.
Meanwhile, a team of NMRC officials are likely to visit China for inspecting the trains, which will be used to run along the corridor. "We will be visiting the country next month to peruse the trains," Yadav said. CRRC Nanjing Corporation Limited, a Chinese state owned rolling stock manufacturer is supplying the trains to DMRC for the corridor. "Trains should start coming in by June this year," he added.

Cutting down fare concessions is another option being explored by the railways. "This is going to the end of populism in rail budget. Any new announcement regarding new trains or rail projects will be need-based. Our aim is de-politicization of budget," said railway minister Suresh Prabhu.
This is in stark contrast to the decades old tradition where railway ministers diverted a major chunk of rail budget on various projects in their constituencies.
Former railway minister Mamata Banerjee and Lalu Prasad Yadav had announced 80 per cent of rail budget in their states of West Bengal and Bihar respectively.
The development comes after the finance ministry refused the railway's proposal to bear its operational losses especially after implementation of the 7th pay commission.
At present railways spends nearly Rs 77,000 crore on passenger operations while it receives only Rs 44,000 crore from passenger fares. Thus it incurs a loss of Rs 33,000 crore annually.
