Keeping politics aside, Suresh Prabhu (being a CA himself and perhaps most respected by opposition as well) has been perhaps the best Rail Minister India has seen in last 15-20 years. Budget is not for announcing new trains. Nowhere in the world it is so. Only in India people believe in subsidy and rate rail budgets good if 100's of new trains are launched.

.If you see, last two years has seen many new trains. Point is, if a new train is required(see NFR/ CR/ Mahamana, etc), it will be announced anytime....

Do you know how much the operational constraints has reduced in last two years? Railways are now so much interactive on social media/ transparent , etc. I have many family members in Railways and I can vouch for the fact that all of them rate Suresh prabhu as the best Rial minister IR has seen in many many years.
