The highly patronized Chamarajanagar-Tirupati Fast Passenger will be converted into a mail or express service with change in the train number from August.
The Railways wanted to integrate the rake with the Taluguppa-Bengaluru passenger and the integrated rake upgraded to an express train, will also have higher punctuality compared to passenger trains, according to officials here.
Meanwhile, a release said Train No. 56213/56214, Chamarajanagar-Tirupati-Chamarajanagar Fast Passenger would be converted into Mail/Express with change in Train No. as 16219/16220.

Return direction
In the return direction, there are no changes in the timings of Train No. 16220 Tirupati-Chamarajanagar Express from Tirupati to Nanjangud and the train will arrive at Chamarajanagar at 12.20 p.m.

So the trend of converting very heavily loss making passenger trains into express trains and collecting much higher fare from paxs is spreading to more and more zones. It is definitely a good mover by IR to rationalize loss making trains to reduce the losses or to make them profitable.

Bookings led to a revenue loss of ₹219.05 crore to the IRCTC
The Railway Ministry has sought the Finance Ministry’s permission to resume levying service charge on online tickets from July this year.
“We have written a letter to Finance Ministry seeking resumption of service charge on online tickets beginning July,” said a senior Railway Ministry official, on condition of anonymity. “We have informed the Finance Ministry that the service charge on e-tickets and i-tickets was withdrawn in November to promote digital transactions during demonetisation.”

Indian Railway Catering and Tourism Corporation (IRCTC) levied service charges of ₹20 on each sleeper class e-ticket and ₹40 on each AC class e-ticket booked through its website, till it was instructed to withdraw these charges from November 23, a fortnight after the demonetisation of high-value currency notes.
The service charge of ₹80 on each i-ticket for sleeper class and ₹120 on each i-ticket for all other classes was also taken back. The Railways took this measure in a bid to promote online booking of tickets during demonetisation of ₹500 and ₹1,000 old currency notes. The service charge was initially discontinued till December 31 and later extended till March 31. Recently, the service charge waiver was extended till June 30 on Finance Ministry’s advice.
Mounting losses
Although the cashless reservation went up from 58% last year to 68%, the revenue loss mounted as IRCTC shares half of the service charge earnings with the Indian Railways.
From November 23-March 31 this year, 7.89 crore tickets were booked online which led to a revenue loss of ₹219.05 crore to the IRCTC, a senior Railway Ministry official said.
“We have projected a 5% increase in e-ticket booking in the next financial year. The expected loss of revenue to IRCTC on account of non-collection of service charge may be around ₹600 crore if the service charge remains withdrawn,” another top Railway Ministry official said.
The IRCTC also sought compensation from the Railway Ministry as service charge was its primary source of earnings. However, the government has not yet compensated IRCTC for the losses incurred due to the service charge waiver. In 2015-16, IRCTC earned ₹551.49 crore from service charge which constituted around 36% of its annual revenue.

Some banks operated through Gateway banks which also charged heavily per tickets in the order of Rs 50 + surcharges .

The NITI Aayog expects India’s direct tax base to rise significantly over the next three years, due to demonetisation and steps taken to curb black money by the government, pegging the direct tax to GDP ratio at 6.3% in 2019-20 from 5.6% in 2016-17.

Demonetisation windfall
Demonetisation, it noted, had led to a significant increase in bank deposits which is likely to result in disclosure of “a significant amount of income that would not have been done otherwise.” Therefore, it has argued that there could be a significant one-time increase in the direct tax revenues for 2017-18, although such an increase has not been factored into its estimates.
As per its estimates, gross tax revenue (total tax receipts before deducting the tax share of States) will rise from Rs. 17.03 lakh crore to Rs. 19.49 lakh crore this year and rise further to Rs. 25.81 lakh crore in 2019-20 at an annual growth rate ranging between 12%-17%.
Citing the recent steps to curb black money generation and the drive to replace cash transactions along with simplification of tax norms that are being considered, the Aayog said: “The cumulative result of these measures would be increased tax compliance and an expansion in the tax base. Going forward, this will lead to increase in direct-tax to GDP ratio.” The Aayog has recommended a massive increase in outlays on healthcare and railways and road sectors over the next three years, with the share of healthcare spending in total government expenditure expected to rise from 1.7% in 2015-16 to 3.6% by 2019-20.
“Health expenditures contribute directly to enhancing the social welfare of people and in developing human capital. The increased allocation should be utilised towards public health, state level grants, fiscal incentives and human resources for health to states to improve health outcomes,” it said.

The proposal to speed up the train on the section was sent on the railway headquarters on December 30, 2016 and is expected in due course. Once the trains are speeded up, the 25-km stretch between Mysuru and Nanjangud can be covered in shorter duration as against nearly 45 minutes that it takes at present. Incidentally, the four-laning of the highway between Mysuru and Nanjangud has reduced the tedium of motoring on the road and the distance is covered in around 25 to 30 minutes by the motorists.
Similarly, for trains plying in the section between Nanjangud and Chamarajanagar, which has a route length of 35 km, the top speed at present is 70 kmph and the proposal is to increase the same to 100 kmph to reduce the running time of the trains.
The Chamarajanagar-Mysuru trains are the lifeline of the daily wagers from the rural hinterland as thousands of workers with Izzat pass use the services daily and seek employment in the construction sector.
On the Mysuru-Bengaluru section, the newly completed broad gauge double line 6-km stretch between Mysuru and Naganahalli has a speed limit of 70 kmph at present. It is proposed to increase it to 100 kmph and the tentative date of completing the ballasting work is June 30, 2017, according to railway officials.
The Hassan – Sakleshpur section, with a route length of 42 km, has a sectional speed of 65 kmph and it is proposed to increase it to 70 kmph and this is expected to be cleared once the ballasting works are completed in another two months.
Trains on the Shivamogga Town-Talaguppa sections are also to be speeded up and the current speed limit on the 97-km stretch varies from 50 kmph to 70 kmph between different points. This is to be increased to 70 kmph to 90 kmph for which the proposal has been sent to the higher authorities.
