All the zones were marked on their individual performance on 15 factors measuring operational and financial performance, asset reliability and capacity utilisation

THE CENTRAL Railway (CR) was ranked lower in the categories of rail fractures and high working costs in the Railway Board’s performance ratings of different zones released Sunday. While CR was ranked seventh among the 16 zones, Western Railway (WR) stood second.

the zones were marked on their individual performance on 15 factors measuring operational and financial performance, asset reliability and capacity utilisation. While WR managed to perform well on the operational side, CR lost out on cutting down costs and maintenance of equipment.

Fire breaks Out At Times Of India Building In Delhi

“The CR only received 1.06 marks in the category of ordinary work expenses (OWE), which means it failed to cut down on costs while operating services. An increase in fuel costs and other expenditure could have been the reason. We will aim to cut down wasteful expenses,” said a CR official. CR saw a rise in delay of services due to equipment failure and technical problems in the last year. However, it scored better than WR (4.05) and other zones in over head equipment (OHE) failures, scoring 4.52 out of 5.
The marking has been done after taking into account the details submitted by each zone to the Board last year and the proportionate target set by each zone. While CR received 54.88 marks out of 85 amounting to 64.56 per cent, WR scored 71.15 per cent with 60.48 marks. CR had a poor show in rail failures, where it scored 3.63 out of 5 while WR got 4.28. In maintenance of coaches and sustainable utilisation of equipment, CR’s performance was poor.
“We have fared well on our operational and financial performance. There is also a significant 5-6 per cent increase in our asset reliability, which means there have been fewer technical failures. Our passenger earnings and freight earnings too grew simultaneously,” said Ravindra Bhaker, Chief Public Relations Officer, Western Railway.

Performance Rating factors are based on "Inequality"
Zonal bifurcation is based upon Locations.
Some locations are naturally abundant in 'Customers' and business is good, and result is continuously progress.
whereas some zones are deprived of 'customer base' and absence of business deprives them of showing their performances...

of things like accidents, punctuality, safety security, involvement in local issues too is affected by various factors like 'Seasonal favors' like flood, storm fog, rains , land slides ....
If IR declares the criterion upon which zonal performance is judged , people will know who is playing 'Game"
in this context, I remember my previous employer. where all departments will be rated for 'Safety' and rating done. The Production department had made it a point not to lose the no.1 position.
I was member of committee which inspected various safety aspects. as a team we will visit the plant, and I noticed that production people were violating safety norms such as not wearing safety gloves, shoes, and masks for breathing.
I asked why is it so?
They replied 'you are coming first time. and this will be your last time. after that my report was changed by chief of the committee to suit the 'requirement'
So this is how all entities are running a show ...

Two cranes from Thiruvananthapuram were brought to solve the problem
Four empty coaches of Kanniyakumari-Howrah Express derailed while being shunted at Nagercoil station on Friday night.
Following this, the train was rescheduled to depart at 12 noon on Saturday instead of the scheduled departure of 7.50 a.m., Kanniyakumari-Mumbai Jayanthi Janata Express at 10 a.m. instead of 6.40 a.m. and Nagercoil-Coimbatore Passenger at 2 p.m. instead of 7.15 a.m. Chennai-bound Guruvayoor Express skipped Nagercoil Junction and was operated via Nagercoil Town station. a.m. Similarly, Ananthapuri Express proceeding to Thiruvananthapuram also reached Nagercoil an hour behind schedule.
The derailed coaches were put back on the tracks by 4 a.m. on Saturday. Two cranes from Thiruvananthapuram were brought for the purpose.
Kanniyakumari District Rail Users Association president S.R. Sreeram said that lack of proper maintenance of tracks and inadequate ballast caused frequent derailments in this section.
As Kanniyakumari station lacked even basic facilities, rakes of all terminating trains were brought back to Nagercoil for maintenance. Kanniyakumari should be made a railway terminal with all facilities, including full-fledged watering, cleaning, mechanical and electrical maintenance. If these facilities were there, many problems could be solved, Mr. Sreeram said.

Pgt-poy-plni-mdu was one of the most underutilised route..
Thanking CR for Selecting this route..major reason that might have made them select different route is that last time they ran CSTM-TEN Ac SPL via SRR-ERS-TVC which was completely a flop train.
Hope this gets good patronage as it connects major important pilgrimage centers I.e BYNR-PLNI-MDU and some good tourists spots.

Hmm...byepassing CBE itself is a great decision as it reduces distance but a tough decision as CBE lobby is a powerful one AND would certainly have opposed bypassing CBE.
But i would like it even more had it been to Rameswaram ;which would have connected one more tourist/pilgrimage center.
.
Still happy with what we got.

If they start popularising the 'NEW Trains" through social media, many passengers and tourists not aware of their 'dream' route may be tempted to use new trains and make it a HIT train, this can pave the way for making it weekly once or twice permanently ...till traffic boosts up to increase the frequency

Feb 23 2017 (18:20)   Northeast Frontier Railway sacrifices punctuality to avoid elephant deaths

GUWAHATI: The Northeast Frontier Railway (NFR) said it had sacrificed punctuality on certain sections of Assam to avoid elephant-train collisions.
"Important trains like the Rajdhani and the Jan Shatabdi running between Guwahati and Furkating are taking about an hour more to reach their destinations. Freight trains are also getting delayed. Despite this, our utmost priority is reducing elephant mortality," NFR chief public relations officer Pranav Jyoti Sharma said.Between September 27 and December 17 last year, at least seven elephants died in collision with trains. Even though these deaths occurred outside identified locations where elephants normally cross tracks, NFR said intensified patrolling and coordination with the forest department and wildlife NGOs could prevent more such mishaps.Sharma said 12 collisions had been averted in

the past three months, four of them in January alone, because the railway control unit at Lumding received alerts on elephant movement. The unit, in turn, advised engine drivers to slow down. One forest official has also been deputed to the control room to assist in dissemination of information on elephant movement.
According to the NFR, altogether 47 elephants were saved from colliding with moving trains between 2013 and 2016.
A joint meeting between the district administration, forest department and railways on December 8 and December 20 decided to streamline information exchange at the field level."Along with joint patrolling by railway and forest staff, a WhatsApp group has been created to share information on a real-time basis. Contact numbers of station masters have been given to forest officials for speedy information exchange. Train drivers and guards have also been sensitized on the importance of elephant conservation," Sharma said.
Death of elephants due to collision with moving trains has been a matter of concern in Assam. Experts said, over the years, elephants were also seen using new areas for movement across the tracks. They added that the animals get scattered and move on to new routes when they are chased by humans.
Railway officials said most of the accidents in recent months occurred in places where there was no speed restriction for trains.
In 2012, at least four elephants were run over by trains in different parts of Assam. The year before, five were killed in collision with moving trains; three of them died in Jorhat district's Gibbon Wildlife Sanctuary. Seven elephants were killed in a train collision in Karbi Anglong and Deepor Beel areas in 2010.

a report about existence of elephants in Africa says " 73% decline in population' due to poaching....
India may control poaching but for accidents Govt must create tracks which are :
1- Fenced both sides
2- have ROBs at crucial places such that elephants do not find cornered on one side, but can easily move to other side ...
Thus

two facts though costly, can help avoid extinctions of precious life of elephants
When machines were not invented elephants were used as trucks to carry loads... and when it got old, they will kill it....
