Japan is giving loan (at very low rate) not donation
Yes IR is very much infatuated with #FlexiFare courtesy previous Government
No matter how these train are occupied they believe that train is giving good revenue.

They love overcharging
The decades old propaganda of low fare is successful finally
Their data shows that they are gaining from #FlexiFare no matter how many berths remains vacant or at what cost the passenger travels or how much they loose due to no WL then cancellation charges.
Railways accounting is big mystery for all.

Many popular SF trains have PT which is #FlexiFare actually and if observed closely most of 2A 3A PT berths remains un booked & finally ends up clearing GNWL
These HumSafars are actually Hum(WE) Safar(SUFFER) where passenger pays high fare & gets no extra service but often finds travel in low priority train.
Even Food charges are not included in fare so PC make mullah daily
