Dear friend, did you tried changing the Session I.D. and Engine I.D. in other browser in order to keep your session active ?
Many people do this in order to keep session active and IRCTC take this as fraudulent / suspicious activity, hence they deactivate the account.
Chances are very rare that you get your account reactivated.
For your booked tickets, you can send

them email to send you the same on email and than you can take printout of the same. However if you ever wanted to cancel the ticket in the future and your i.d. is still blocked than you have to send them email for cancellation and your tkt will be cancelled and refund process will be initiated.
Hope this help.
