The cancellation charge/process depends on the status of your ticket.
For General Tickets:

For e-tickets, the bank charges/payment gateway charges and the website service charge shall not be refunded.
A) If you are boarding from an intermediate station, and your ticket gets confirmed due to charting at originating station or some other remote/intermediate station, then you cannot cancel your ticket.
B) Even if there are two passengers in a PNR out of which one is in WL and the other one follows the above mentioned process; i.e. the process mentioned in 'A', even then you cannot cancel the ticket.
For A and B, you would need to file TDR after the train reaches its destination station.
For Tatkal Tickets:

If you cancel it before 24 hours of the scheduled departure of the train, then 25% of the base fare shall be refunded.
After the said period of time, no money shall be refunded. TDR Process is not valid for Tatkal.
Partially Confirmed Tickets:
Only the WL'ed passenger can be cancelled till the chart is prepared.
For e-tickets, the bank charges/payment gateway charges and the website service charge shall not be refunded.
WL:
Clerkage Charges of Rs. 20 shall be deducted.
