No, It is not a percentage but a journey leg/s or a fixed distance which may differ class wise.
In an imaginary train going from A to J (2000 Kms.) via B, C, D, E, F, G, H and I, distance restrictions may be as follows:
Short of 500 (or something else) Kms.
Short of D
Upto
...
more...
F and 300 Kms.
Upto 600 Kms. but relaxed between B to D and G to I
And all the above could be class wise different.

In 12860 HWH-CSTM Gitanjali exp, you can't get a general ticket from HWH to any station before ROU or CKP.

Distance Restriction is the restriction of traveling/buying ticket for minimus distance on that particual train.
For example if a train is going for say 2000 km and has a restriction of 200 km that u cannot but ticket for less than 200 kms.

Certain long distance Mail/Express trains including Super fast trains have distance restriction for passengers travelling a short distance. These distance restrictions vary from train to train and are applicable on certain sections of the journey. The objective of this restriction is to discourage short distance passengers.
