OMG it became a biggest issue :)
Some years back SCR taken the same step to allow males passengers in some coaches. But it went smooth.

Such issues are present in most of cities where these ladies special trains run vacant almost to 70-80%, for instance take there are 4 such services in Trans-harbour line in Mumbai where hardly some 4-5 ladies travel in each coaches, is it viable to continue with such populistic policies? Railways must think deeply & act sensibly...
