Whether its a good move or not is controversial, because the region is deficient in water, not state funds. The fuel anyways was not provided for free to indian railways and the cost will be borne by we passengers, indirectly

Yes, in my opinion rlys should have demanded this bill from drought/disaster management fund allotted to states. Funds are allotted every year and if state is not doing something it should provide that money to central govt for their help instead of surrendering at the end of financial year.
